The answer is that the GOP&#039;s is more effective. The voters that decide elections are not the hyper-informed or party loyalists. They are the un- or semi-informed voters who are apathetic in good times and vengeful in rough times. 

Solidify your base is important, particularly when unemployment is low, but when 1 in 10 of those seeking work is out of work, you throw them a political lifesaver.</description>
